Digital Power Network Applauds White House Action on AI Infrastructure, Reflects Key DPN Policy Wins

Washington, D.C. – The Digital Power Network (DPN) celebrates the White House’s release of America’s AI Action Plan on July 23, 2025, which embraces many of the core recommendations DPN has long championed to expand U.S. digital infrastructure. In particular, “Pillar II: Build American AI Infrastructure” reflects DPN’s ongoing calls to modernize permitting, invest in energy innovation, and recognize data centers as essential, flexible infrastructure assets.

DPN has consistently advocated for policy reforms to accelerate the deployment of high-performance data centers, including Bitcoin mining and AI compute hubs, as critical infrastructure that strengthens U.S. energy security, supports economic growth, and drives grid reliability.

Key White House Proposals Reflecting DPN Priorities:

Permitting Reform & Use of Federal Lands

  • DPN called for expanding Categorical Exclusions (CEs) for digital infrastructure projects on underused land such as brownfields. The White House plan adopts this approach, proposing new CEs under NEPA and expanding FAST-41 coverage to large-scale data center projects.

  • DPN urged DOI to recognize data centers and Bitcoin miners as beneficial uses of federal land. The White House now directs agencies to identify and open federal lands for power and data infrastructure development.

Modernizing the Electric Grid

  • DPN has highlighted the critical role of flexible load data centers in grid stabilization and demand response. The White House report explicitly calls for optimizing grid resources and incorporating large consumers into strategies for managing grid stress.

  • DPN pushed for R&D investments in advanced energy technologies like nuclear and geothermal. The plan now prioritizes dispatchable generation and frontier energy innovation, mirroring DPN’s energy innovation agenda.

Domestic Semiconductor Supply Chains

  • DPN called for aligning the CHIPS Program with Bitcoin mining and AI-grade computing. The White House strategy now includes streamlining CHIPS implementation and integrating AI into semiconductor manufacturing—advancing shared goals of domestic supply chain resilience.

These policy shifts are clear signals that the Administration recognizes the critical role digital infrastructure plays in U.S. energy and AI leadership.
