Digital Power Network Highlights Role of Digital Infrastructure in Brownfield Redevelopment Ahead of House Energy and Commerce Hearing
Washington, DC — The Digital Power Network (DPN) submitted a letter to the House Energy and Commerce Subcommittee on Environment ahead of its hearing titled “Ready for Reuse: Legislative Proposals to Unleash the Potential of America’s Brownfields Sites.” The letter highlights the role digital infrastructure—including Bitcoin mining—can play in revitalizing underutilized industrial sites across the United States.
Brownfield sites are previously developed industrial or commercial properties where redevelopment may be complicated by contamination but that present significant opportunities for economic renewal and infrastructure investment.
In its submission, DPN emphasized that the United States has hundreds of thousands of brownfield locations that could support new infrastructure development. These sites often already possess key assets such as industrial zoning, transmission connections, and substations—features that align well with the infrastructure needs of large computing facilities.
DPN’s letter notes that digital infrastructure projects frequently repurpose legacy industrial sites, including former manufacturing facilities, power plants, and other heavy industrial locations. Redeveloping these sites can bring new private investment, infrastructure upgrades, and economic activity to communities while limiting the need for development on greenfield land.
The filing also highlights how Bitcoin mining and other digital infrastructure facilities can support energy project economics and grid operations through flexible electricity demand and participation in demand response programs. These capabilities can help stabilize electricity systems while enabling the deployment of new computing infrastructure.
DPN expressed support for legislative proposals under consideration by the Subcommittee that would expand brownfield cleanup funding, improve financing mechanisms for redevelopment, streamline permitting processes, and prioritize projects supporting nationally significant infrastructure.
The organization also emphasized the importance of recognizing the role Bitcoin mining can play in accelerating redevelopment of former industrial sites while supporting broader U.S. economic and technological competitiveness.
